THE REAL acid test for Prime Minister Manmohan Singh will be formation of the cabinet. Can he induct his close associate and confident Montek Singh Ahluwalia? For the last three years, he has been trying to induct Planning Commission Deputy Chairman Montek Singh Ahluwalia as Finance Minister.
However, Congress circles have been opposing a `bureaucrat’ as Finance Minister. When Manmohan Singh proposed to induct Ahluwalia into the cabinet and bring former Governor of Andhra Pradesh Dr Rangarajan as Planning Commission Deputy Chairman, the move was stalled by Congress leaders.
